The Health Insurance Authority (Irish: An tÚdarás Árachas Sláinte) is the regulatory body for private health insurance in Ireland. The Authority's remit is to monitor and research health insurance generally; operate the risk equalisation scheme; advise the Minister on health insurance generally; monitor the operation of other relevant regulations as prescribed and safeguard the interests of current and future health insurance consumers.
The Authority was established on 1 February 2001 in accordance with the terms of the Health Insurance Act, 1994 by Micheál Martin TD, then the Minister for Health and Children. The Members were appointed following consultation with relevant industry, professional and consumer rights representatives. It is meant to be independent in the exercise of its functions and it is required to make a report of its activities to the Minister who will lay the report before each house of the Oireachtas.
It is composed of a chairperson and four members.

Management buy-out and re-branding

On 23 December 2011 Dónal Clancy, Managing Director of QUINN-healthcare announced that a senior management bid enabled by Swiss Re as the re-insurer was successfully concluded with the administrators. Bruce Hodkinson of Swiss Re, confirmed that Elips Life (a wholly owned subsidiary of Swiss Re) would be the underwriter.
The company was re-branded in May 2012 as Laya Healthcare.Laya means "Looking After You Always". Laya Healthcare is currently the second largest health insurer in Ireland.
On the first of April 2015 AIG acquired Laya Healthcare, This ensured company stability and provides a future of diversification of the product portfolio of Laya Healthcare.

It is astatutory corporation whose members are appointed by the Minister for Health. It is regulated by the Health Insurance Authority

Products

Vhi Healthcare offers a number of health insurance products. It also has Dental and Travel insurance. Vhi Healthcare has over 1million members. Until 14 December 2006, its main rival in the market was BUPA Ireland but since BUPA's withdrawal, Irish basedLaya Healthcare (formerly Quinn Healthcare) and Aviva have emerged as Vhi's main competition. The current Healthcare business model is based on directly paying the consultant and hospital bills of its members. In February 2010 Vhi launched Vhi HomeCare a joint venture providing "Hospital in the Home" type services, it also provides minor injuries treatment centres through another partnership, Vhi Swiftcare.
